The Configure utility sets the service parameters, so after each change,
you will need to restart the service.

I just downloaded the Admin webapp, and each of the directories where
jsp files are supposed is blank.
Is there somewhere else that I can download this?

There are no source JSPs in the admin app. They're all pre-compiled and
distributed
