Could be a firewall issue; firewalls can cache content and/or bundle IPs.
The content caching can cause a user to retrieve the page not from Tomcat,
but from the firewall cache ... so s/he would get the 'wrong' dynamic page.
The IP bundling can obviate some types of sessions.
