Under certain circomstances there is a great improvement from tomcat 4.0 to 4.1. This is due to the better code that is produced by jasper. (In fact a workaround to jdk problem).
If you don't use tags i estimate the everage improvement by 10 to 15% if you use both. But best is to check this for your environment and your application on your own.
