Streaming pdf document fails

I have a problem that just came up. I have PDF documents located out side of my webapps directory. When the user wants one they go to my servlet which streams it back. This use to work just fine, but now is broke. In IE I get Error opening document on TC4.1.30 and unable to open this Internet

Hi, I'm using tomcat 4 as the standalone server. I can upload files successfully to server by using struts upload package, but I can't read uploaded documents properly like excel or powerpoint documents. I checked the files in filesystem. All files are there and can be read from window explorer.

JSP in Apache document root

Is there any way that I can make it so that I can use JSP pages in my apache document root but keep the tomcat document root seperate that contains the servlets and other class in web-inf? I just want to be able to have my jsp pages with my normal html pages and image files sort of like I used
