I would suggest leaving reloading set to true, but yes you can put it in
$CATALINA_HOME/conf/web.xml for JspServlet.

I am trying to follow the docs for the production configuration of
jasper 2.
In the web.xml I have:
servlet
servlet-namejsp/servlet-name
servlet-classorg.apache.jasper.servlet.JspServlet/servlet-class

I found this bug last week after Tomcat 4.1.10 was released. The bug fix
will be available in the Tomcat 4.1.11 release or you can get it from the
nightly build.

From my point of view mod_jk2 - at this stage - isn't suitable for
production. Within the context of Apache2 and TC4.1 you can't set more than
one cookie (Win NT).
