As it contains StandardClassLoader and ClassLoaderFactory I consider it quite important in general. If the changes in this jar between 4.1.18 and other versions are important I don't know. I prefer clean installs of the tomcat versions, so I never had to bother. (We install the versions in parallel, so it's quite easy to switch the version unless, the switch requires some changes in our specific setup)
