I think you might be dragging in the wrong apxs. As far as I know, /usr/sbin/apxs is the apxs for Apache 1.3. If you've installed Apache 2, the apxs you want should be somewhere like $APACHE_HOME/bin. I don't have access to my apache 2 box at the moment, but I got a similar error and solved it
