Ummm... I don't think that it's Tomcat related problem, but I would suggest to take a look at JBuilders options if it has it... If it bundeled in JBuilder, it JBuilder may have a folder, in which Tomcat resides, if you can find one, look for $folder/conf/server.xml, edit that file.
