Which javax package? There are many. Some are in J2SE, some are in J2EE.

the servlet lib is not include in JSDK. You must add the servlet.jar in
your CLASSPATH to have the javax hierarchy.
You can find the servlet.jar in the /common/lib of Tomcat.
