How are you connect to the Internet? Dynamic or static IP address? Are you or
your ISP using some kind of firewall? If you have other server running on the
same machine (like Apache), can it be reached by others? FIrst, try to ping
your own IP address...

Is your tomcat server running on a static IP address host? Does the
host have a name (and nameserver) registered globally? Does the Host in
server.xml match the hostname for your server?
