Copy a war file for Tomcat to unpack to the webapps dir that also contains an xml config file ?
If I leave out the xml config file, Tomcat will unpack the war file as I want it to but when I add the xml config file, Tomcat
complains that the web.xml file was not found and does not unpack the war
