I am a new user of tomcat4.0. I shut down tomcat by running shutdown.bat in the bin
folder. But when I want to srart it again, it does not work. It gives me some
connection exceptions. Any idea?

It might be the case that you are not allowing enough
time for tomcat to shut down. I would suggest waiting
a few seconds after the shutdown command before
issuing the re-issuing the start command.
