I agree with you. The reason for the signal report is to convery honest
information to the other party. If the signal is not pure I would not send a T9
and I would send a K when I receive clicks.
If we used the correct signal report the responsible offender would be grateful
to receive

If your amplifier uses automatic bias, it can cause clicks. There are two
things that will prevent or minimize this.
1.) Any auto bias system should not fully cut the tubes off. The tubes
should stay very slightly into conduction, very near class B but slightly on
