It is very well described in the PST user manual, but can be a bit confusing.
First of all you create a second “instance" of PST rotator. (or however many
you need.)
Under settings select “Relay board”
When you do this it will open another window called ‘Relays”
On that Relay window,

I use it to turn my rotator but have never seen any option to control anything
else in it,
