Val, A little more news. Not only is it on 3513.5 but, it is also on 1/2 that freq at 1756.75. At 1900Z this afternoon I could hear on both frequencies. Same number of signals in the pass band, about 6 or 7, and they seem to be modulated. I was using AM with +/- 6.6 kHz pass band. Later at 2100Z

I have the same type noise here, mine reads 3513.3 warbles, at times sounds a little unstable, its on the antenna for sure, I have all underground utilities no close neighbors and nothing on in the home. Quiet location, no smart meter on this house at least. So far I have not been able to
