Will pass your email on to the 160 meter topband reflector. Africa has much
noise, & not many noise free areas. Unfortunately your QTH is not in one of
them.
Noise is additive, so the right directive antenna will help.

The problem most likely is not the raised radials per se.
That he does not have space for buried radials most likely means he also
doesn't have space for full size, dense and uniform all around raised
radials either.

YES! With elevated radials, a good common-mode choke at the feedpoint is a
must! I used a design from K9YC's RFI PDF.
IIRC, about 6 turns of coax through 5 stacked 2.4" #31 cores.
