That's RDF/XML, so it follows the rules for RDF/XML. The rules are that
rdf:ID="xxx" and rdf:about="#xxx" are equivalent

They seem to be mixed now (example attached). Or is it: first time encountered
gets 'ID', any next time 'about'?
