Hey toer, I actually removed the Bandwidth Rates per another suggestion.
Just sucks I can donate more to the TOR Network, but because other
people abused the advertised bandwidth settings now it is what it is.

I had problems with the Static IPs Comcast gave me and GeoIP pulling up
Minesotta everywhere, because that's last address they were "registered"
at.
So I contacted all of the GeoIP Providers and had them update their
databases.

You might need to wait a week or two for the new setting to increase your
bandwidth. It takes a few days for the bandwidth authorities to measure
the whole network.
So upon opening the file in this folder, I am only seeing a blank file
saying it is unwritable. I wonder why this might be, thanks. The file
that's showing is unattended-upgrades-shutdown.log
