Addendum: two days later, things are back to normal. Consensus still about 300, but i guess thats normal to adjust slower. Up/download now at the allowed 1,2M limit. Since i don't believe that i have some kind of special setup/situation here, i assume it takes some time to rebuild connections

With a bit of help from list archieves I found https://github.com/Enkidu-6/tor-ddos which does prevent the "drops" I remain curious why it seemed to be dropping before hitting cpu or memory limits. Though clearly there's no point in burning CPU on DDoS processing, so I don't feel a great
