No, you haven't misconfigured anything, from what I can see. What atlas is reporting is the Observed Bandwidth, which is the average bandwidth observed over the time it's been up. If you hover over the 4.15 mb/s number, you'll see the Bandwidth rate and Bandwidth burst as reported by your server.
