authentication to the ControlPort in one of two ways: HashedControlPassword
or CookieAuthentication.

No, you haven't misconfigured anything, from what I can see. What atlas is
reporting is the Observed Bandwidth, which is the average bandwidth
observed over the time it's been up.
If you hover over the 4.15 mb/s number, you'll see the Bandwidth rate and
Bandwidth burst as reported by your server.

observed as of far. Your relay has only been up for four days, and as your
relay proves its reliability and speed, advertised bandwidth will go up.
