When I propososed using a web proxy, I should have added to be careful
not to reveal any personal information to the web proxy. I.e. don't
send a password or anything because you won't have end-to-end encryption.

usually before I get to that point I just use IxQuick (which is
painfully slow on dial-up).

When the connection is sent through Tor the filter can't tell what is
being accessed. All it can see is the encrypted communication between
the Tor client and the entry guard. Which, in this is case, it appears
to be blocking wholesale.
