Stupid question.
When I rip my CDs into FLAC via dbPoweramp to stream, what kHz/Bit is
it doing?
I downloaded a test album in FLAC 24/96 and touch could not play it. I
am running SBS on my QNAP NAS.
If I rip to FLAC myself, I have no issues so must be at a different
kHz/Bit?

As suggested, switch to MySB for internet radio playback. This simple
server switch can be added to the Touch's home menu.
As for USB usage, yeah it can be buggy. I have three USB thumb drives

1. no name cheapo unit, worked first few weeks, now Touch refuses to
