I think I managed to specify the problem. As it was always the same
number of new (but in fact unchanged) files I checked if there is a
filetype with exactly that number of files on the drive.
Voila: there are exactly 903 m3u playlist files present, the number of
files which is always rescanned

Question:
My wireless router is connected to my home theatre/xbox set up which is
on one floor while my stereo set up with Touch is on another floor.
The touch streams internet radio with only a few issues. I was hoping
to connect the laptop that has my music directly to the Touch using a
cat5 connection
Yes, try simply connecting the laptop to your network.
To connect Touch directly to your laptop requires Internet Connection
Sharing be enabled on the laptop, I wouldn't mess with that. ;)
Tried the Touch very close (same room) to the WiFi router? Does it
have issues with streaming stations
In the LMS web settings info screen it shows wireless signal strength of
connected devices. For some reason mine dropped to 8% today and was
having problems. I cycled the power on the Touch and now its 56% and
running OK. Forcing the wireless router to re-connect to the Touch
would have achieved
I connected the laptop to the router and seem to have solved the issues.
thanks for your help.

I can happily confirm that Kernel #2 plays 24/96 connected to 8200CDQ
via USB 2.0 Hub without any clicks. Sound is very nice, at least as
good as via coax. Next I will try to install TT 3.0 additionally.
Triode, John, thank you very much for your effort,
