Correction: it worked like a charm until I shut down the laptop I use
for my LMS server
NOW it brings up playlists on the Touch, but then messages pop up that
connection was reset by host and tracks say 'stopped'.

ago, I figured it out.
I DID download the plugin, but never put in my Spotify username and
password!
I also needed to refresh LMS on the laptop I am using.

No, the setting is in the LMS web UI.
