With the update I received today (libcairo2*) the behaviour I described earlier
disappeared.
It is now possible to place icons on both screens/ desktops.
On top of that this update also gave me a staggering speed increase!

This is a pretty old bug and setuptools has come a long way since then.
Also, distribute was re-merged back into setuptools, so it's not even a
thing any more. I'm unassigning from myself. I don't think this is
something that Ubuntu should drive. Best to engage upstream setuptools,

to /etc/apparmor.d/sbin.dhclient makes it work not.
I noticed after that it wasn't actually logging an dhclient messages
