I just have tried to pair the QC35 using bluez 5.42 and 5.46 and it did
pair. Could you capture HCI trace for me while you are pairing?

/usr/share/initramfs-tools/scripts/init-bottom/udev (provided via the udev
dpkg from systemd)

So, /dev/bcache/by-uuid is not getting created.
That's the same kernel bug I filed.
And, if they were, I think they'd get moved properly.
init-bottom/udev script does the following:

mount.cifs is not part of util-linux, and it also is not supposed to
ignore unknown options. This is only a feature of util-linux mount
