Following up on my post, where I did a fresh upgrade to 18.04 ...
Since then, I've done a few simalar, FRESH, upgrades without a problem with
sound. So, I went back to my own system and tried a few things; I was tired of
having to open a terminal and copy "pactl ..." I tried:

find it unlikely there will be any.

This also occurs on wireless network connections, and *may* coincide
with my USB mouse seeing lessened throughput.
It appears to be weakly correlated with the amount of load on the
system. I see no evidence of it occurring at times when the system is
not in use.

As You can see i have run apport from various kernel with wayland
The fix would have to be released into 19.04 first at least, and maybe
18.10 too, before backporting to 18.04.

to get its behavior more in-line with bionic and above, and it seems its
changelog has some overbroad bug references by virtue of being a
