hm, that shouldn't happen. python3.6, rebuilt against openssl1.1.1, has
not been accepted yet into bionic-proposed. And even, when I upgrade to
python3.6 from the staging ppa, salt still fails.
To get the pending python3.6, you can use the below PPA:
