Upon installing the 3rd party nVidia version 390 drivers for the Dell
E6520 laptop, after reboot hangs with a black screen and a blinking
cursor in the upper left hand corner. Booting to a terminal prompt and
using "sudo apt remove *nvidia*" and rebooting solves the issue. T
I have the same issue after a recent kernel update. Not sure if the
cause is the same, but after about 5 hours looking to the issue, the
mostly likely cause seems well explained on this bug comment:

I tried to reproduce this but everything has changed: SSLv3 is
completely unsupported, the websites connect successuflly and their
ssllabs report is not too bad (at least for tm3.com). I think this will
be a WONTFIX for this bug because there is no more appropriate status.

whiptail/debconf believed it was but couldn't get _proper_ user input.
