The problem is that without a default package, how does one install all
the runtime libraries without installing all the dev stuff ?

The bug I reported has to do with the accuracy of the man page. If other
people feel that having (or not having) particular wget features enabled
is a bug, then generally, I'd expect that to be opened as a separate
The only fix found is--
shutdown > unplug the charger > remove the batt > reset the CMOS mem by
holding the powerbotton for around 10 to 15 sec > replug batt > boot to
ubuntu > plug charger.

Tried a live session using Ventoy and Mantic Minotaur daily build 2 days
back. It was having kernel 6.3. The volume issue didn't go away. Thought
