There are actually three separated issues discussed there. First one is
the original reported problem where URfkill was not updating killswitch
states properly. That has been fixed.
The second one is about the icon which actually is nm-no-connection which

i-network shows the flightmode icon as soon as URfkill sends the
FlightModeChanged signal.
The cellular network bars are cleared when ofono signals that the corresponding
modem has Online property changed to FALSE. From the description it sounds
like URfkill is signaling FlightModeChanged
This is happening because urfkill is not waiting for ofono to return when
setting modem Online properties to False.
Once the async branch of urfkill lands this should have fixed it self.

Oh, it's another Properties.Get() default timeout, Jussi, please give this the
usual treatment:

frankly no.. The only thing you could try is to tap repeatedly on an
akready connected access point. That should trigger the timeout.You
notice hitting this bug when the indicator goes blank and repopulates.

Indicator-network depends on unity8 as it's the only notification-
service implementation that has all of the required extended menuitems
and snap decisions.
For indicator-network to be usable outside unity8, few things have to
happen:
1. We need to introduce a virtual package

goes as we don't have enough information to decide where the actual
problem is right now.

dbus-send --system --print-reply --dest=org.freedesktop.URfkill
/org/freedesktop/URfkill/WLAN
State 0 means unblocked, so indicator-network is showing the state
correctly as reported by URfkill.
