Thanks for following up!
To be 100% sure (and not wasting developer cycles), I reinstalled my system
with Linux Mint 19.1. I had modified (too) many files trying to solve the
problem, so better start clean. The problem was 100% reproducible as per my
previous messages.
Then I upgrade
Hmm, I spoke too fast.
CanHibernate results initially in "yes" but hibernation actually fails and
results in a locked screen.
After unlock, second (failed) attempt to hibernate, second unlock, the
hibernate button now disappears and
$ busctl call org.freedesktop.login1 /org/freedesktop/login1
