I ended up using blueman that you can install from the repos. It just
works. On occasions, I have to unplug my dongle and re-plug to make it
work. So not really fixed, just worked around.

Upgraded to Ubuntu 15.10 from 15.04 a few days ago. Following update,
peering of device is fine but I no longer can select my bluetooth
headset to output sound. I see it in the list but I cannot switch sound
to it.
