Can still repro by moving a locked SIM from one slot to another whilst

Slightly different scenario with similar symptoms:
* Tesco Mobile SIM in slot 1 (O2 MVNO)
* On booting the phone registers on network and cellular data is enabled
* Can browse internet etc
* After some time it appears the network

Impossible to end a call after switching to

Inserted a SIM and rebooted after flash of the above.
After boot network indicator showed a wifi connection, but no cellular
connection.
On the menu the cellular showed Offline. Examing ofono list-modems
showed ril_0 as

Just tried to switch to HERE supported location after having initially
been set to GPS only. A reboot was required before the HERE app was able
to find my location.

Reproduced here (r104).
I have found that eventually unity8 is restarted (the system goes back
the spinner and session restarts), when back up the SIM is unlocked.
