My feeling is that this is due to the fact that the owner of the file is not root. I have the same problem. In my case, it was the `kernoops` who owns the `linux-image-5.15.0-67-generic.33564.crash` file, which is why `apport-cli` (or `apport-bug` in your case) cannot modify updating the file.
