[Touch-packages] [Bug 1768261] [NEW] Videos are getting stuck randomly at frames

Public bug reported: Updated Ubuntu to 18.04 (from 17.10) and this problem started. Videos, on VLC and on Youtube, Twitch etc. on Chrome get stuck on frames. The video seek time also gets stuck at that frame, and then suddenly the video skips ahead. Audio has no issues. I am assuming it's a proble
