Not the reporter but having a similar issue. When the systemd package is
updated my bond dies (with the "speed changed to 0 for port" message).
Nothing that I have tried to restore the network connection worked short

For what it's worth, I reported a related issue up to the systemd-devel
mailing list, and it looks like in systemd 233 (the next version) things

I rebuilt the 233 out of debian experimental,

I moved "grub" out of the boot file by accident. I though it was put
back correct, but now at start up I see the computer booting up, instead

Fixed on my system with the following:
$ apt-get --reinstall install libkmod2
$ apt-get install libkmod2:i386
Not certain what would have caused the mismatch between the changelogs
in the first place, especially since this package is Multi-Arch.
