I can confirm that in the current 15.10 the shutdown IS executed.
Only no wall messages are printed.

Some more info.
I run the shutdown from /etc/rc.local.
Tried to cancel it just now:
tom@swan:~$ sudo shutdown -c
Failed to talk to logind, shutdown hasn't been cancelled: Message recipient
disconnected from message bus without replying
second attempt all goes well:
tom@swan:~$ sudo shutdown -
I did as you asked, saved the output in a typescript file, which may be
incomplete
because the system DID a shutdown now :-)
Executed a "shutdown -P 15:30; echo $?" which had output '0'
However, no wall messages were written...
I attached the typescript file

Any delayed shutdown command is never scheduled.
In addition wall messages are not written.
This is introduced with Ubuntu 15.10
Ubuntu 15.04 was fine.
I use
echo /sbin/poweroff | at 2330
as a work around.
