[Touch-packages] [Bug 1485208] [NEW] Unity should listen for gestures but allow other applications to handle gestures as well

Public bug reported: When installing a gesture handling application such as ginn, Unity should allow the application to also receive gesture details so that native gestures aren't the only ones which can be handled. I believe this is related to a bug in ginn
