I don't know how i missed this yesterday. I installed the kernel, then
change the auto to force and reboot. I was assuming that reboot was the
test. It appears that i have the same issue after another reboot, or
shut down when AC is not attached
I did run that link_power_management_policy when
/sys/devices/pci:00/:00:1f.2/ata1/host0/scsi_host/host0/link_power_management_policy:med_power_with_dipm
/sys/devices/pci:00/:00:1f.2/ata2/host1/scsi_host/host1/link_power_management_policy:min_power
/sys/devices/pci:00/:00:1f.2/ata3/host2/scsi_host/host2/link_power_manageme
I can confirm this fix worked for me.

/lib/udev/rules.d/99-laptop-mode.rules did allow me to boot
