After testing the latest Noble daily build of Xubuntu (Version
20240207), I did not experience this error. This is the third build I
have tested that did not have this error.

After installing the Noble Daily ISO (Version 20240125), I did not
receive this error message. I'll keep testing, but hopefully, this is on
its way to being fixed.

I have the `thermald` service disabled using the commands you provided,
and after 5 reboots and 1 shut down, the problem still persists.

This bug appears to be fixed in the latest daily build. I was able to
choose my time zone and continue with the installation. The installation
finished successfully.
