Sorry, it is all my own fault. I accidentally removed
su root syslog
from /etc/logrotate.conf using puppet.
Feel free to delete my stupid posts.

This is occurring again with logrotate 3.8.7-1ubuntu1 on numerous
systems. Either the previous fix was incomplete, or the change was
reverted.
