Confirmed, I had a case today where it was a difference of 6 minutes,
it's not a lot but you are checking to clock to e.g catch a bus it might
be enough to make you be late

reassigning to unity8, using that command

show that the indicator/dbus info are correct, it's the lockscreen/unity
panel which are behind
UGH.
