While the description may looks confusing, I agree on "what happens" and "what
should happen" sections of the description.
It's annoying, unexpected from a user's perspective, unnecessary and has
an "easy fix" that helps to improve the overall user experience.

I actually found how to solve it.
Just edit this file:
sudo vi /etc/pulse/default.pa
And add the following:
# automatically switch to newly-connected devices
load-module module-switch-on-connect

thanks for the bug report, the description is confusing though. You say
that there is no control for the device in the settings and then you
write that the device is listed and you can select it to control it...
in any case the indicator should ideally have a control for that as well
