I suggest that to save battery, GSM data connection and Wi-Fi network scanning follow the same backoff: when not connected, try again after 5 seconds, then 10 seconds, then 20, 40, 80, 120, 120, 120 ... or something like that. Sure, I might be overthinking this, and if the logic ends up as "!wifi && enough_gsm_signal === gsm_data_connection", then this bug would be moot. With the only caveat that I think we can only retry a GSM data connection every so often to not waste battery, but if that interval is low enough (5s?)

Explaining why there's no data available isn't bug 1235120 (that's about showing progress), it's bug 1275761. The design for the latter may include inviting you to enter System Settings to fix the problem. Even if it doesn't, though, I strongly disagree that there should be any way of retrying a c
