Thanks. Sounds like it should be fixed by:
http://www.bluez.org/release-of-bluez-5-42/
which means the fix entered Ubuntu in 17.04.

Bluetooth mouse connects but doesn't work
Status in bluez package in Ubuntu:
Hello all,
I just wanted to share with you how I got my Bluetooth mice to work:
1. run the different commands using the CLI:
jair@x1:/etc/default$ bluetoothctl -a
[NEW] Controller 44:85:00:73:70:6B ChromeLinux_6A27 [default]
Agent registered
[bluetooth]# help

I took a different approach to getting my mouse working: I installed
blueman and used that to configure it. I guess it enables experimental
features itself.

GATT is part of bluez experimental feature: bluetoothd -E.
After I enabled it by setting the NOPLUGIN_OPTION="-E" into the
/etc/default/bluetooth file. I just had to pair and trust the mouse
manually using the "bluetoothctl" console and it worked fine.
