I use both of 2 sim slots on my bq aquaris 4.5.

Every time I have a call on the sim2 (something like 6 hours/day), no messages 
can transit over sim1.
Same thing while calling over sim1 and sending messages from sim2.

As soon as I hang up, enqueued messages come and leave.

I've checked with many configs:

- 2G on sim 1 / 3G on sim2
- 3G on sim1 / 2G on sim2
- data enabled on sim1 / sim2
