Ok, I can reliably reproduce the issue on my M10 (I had to add a number of
dummy labels in my gmail settings to get a list long enough).
As pointed out by Pat, this happens when initially opening gmail. After tapping
any label/folder in the list, the scrollbar appears and the list can be
scrolle

I am using gmail at mail.google.com. The inbox list is in the left
panel, with incoming mail top right and open message lower right. The
inbox list is not scrollable. If I expand a box then t becomes possible
again.

I’m not sure I understand exactly your gmail setup. I’ve enabled the
"Preview Pane" lab setting in a test account, which allows to split
either vertically or horizontally, but I don’t know how to get two
splits (is that what you have?).
