Public bug reported:

This error occured after I upgraded from 15.10 to 16.04. There were some
errors during installation and installation was completed with errors in
an unstable state. The update script recommended to run "dpkg --configre
-a" . I run the command but got a lot of errors. I did an "apt update &&
apt -f upgrade". It upgraded some of the packages. And I had the courage
to restart my system. I restarted without any problems. But I got this
error after the restart. I haven't seen any other problems though
("yet").
