I've just had this problem on 4 separate upgrades. None of the Dell's,
all systems installed from downloads for ubuntu.com.

It seems this is caused by services installed by Dell on the 14.04 image
that comes with their Project Sputnik laptops:

Just tried to upgrade on my Dell m3800 and had this same issue. Made the
laptop unusable, so had to re-install 14.04.

I have tried to upgrade from 14.04 to 16.04 now and the same problem
here, I can't upgrade to 16.04 because this error.
I tried to upgrade through update-manager -d in lightdm session and with
do-release-upgrade -d in console with stopped xserver.
